What is this code suppose to do?

It is supposed to modify the text displayed before the match begins that says Eliminate Enemy Players. I however forgot to mention that this was for Call Of Duty 4: Modern Warfare Reflex. Just open up HxD or find a website called Mikezilla I think an convert your custom text into hexadecimal code and fill in the variable values with the hexadecimal text.
