The most basic programming language is BASIC. It's probably better known as VB (Visual Basic). I learned it for Macros in Excel and it took me half a day to learn nearly everything I needed for salary accounting. 
The language is generous and let's you do most things others would prohibit. Everything is quite simplified including the graphical interfaces.
If you think Javascript or something is the most basic language you must be a skiddie and obviously have no clue what you're talking about.
