The codes change your and others line color when you race online. Other players can't see it. They are based on Mr. Mario's (CaronHT) staticR.rel edits. RRGGBBAA values are RGBA values. R values is the red channel, G is green channel, B is blue channel and A is alpha (opacity channel). Set AA to FF to get full opacity. To get RRGGBB values, check them on ColorPic.
I ported these manually with ram dumps.

For example if you want to get purple for Japan, this is the value:
