I only would inform you, that you should stop to make or ask for Monster Hunter Tri codes, because the servers will be closed. The official date is not known, but we know that it will be made at the beginning 2013. You can believe me, I have investigated thoroughly.

A good idea would be to half the amount servers since they are never filled that much.

Sometimes. They can shutdown the servers for updates or if they feel the game is old like what EA did here:

This is really controversial, some people say that it put together with the japanese server (The Japanese also play every old games XD)
