Ok so i tried hostinger and their services are good (free account). You can upload you site using the FTP Manager (If you are going to upload a site compress the site into a zip then extract it on the server using the FTP Manager provided, its quicker than uploading the files seperatly) or you can use the site builder.
A free account gives you:
2000MB Space, 100GB Traffic
PHP and MySQL, Site Builder
No Banners or Ads
I would suggest you use http://www.hostinger.co.uk/ because the US version doesn't offer free accounts.
