Dolphin Configuration .ini file resetting

Like the title says, editing and saving the .ini file containing the cheats resets it to being empty.

I'm using Mario Kart Wii PAL which runs at full speed on my laptop.

Help?
I haven't found anything online but I can't be the only one having this problem.



The version I use is 4.0:

WTF?! It keeps telling me whenever I try to edit a file and save it "Access denied" (Notepad) or "Check if this file is being used by another program." (Notepad++). That file can only be opened by Dolphin, which I don't even have opened and it's not even in Windows Task Manager!   

EDIT:

Apparently, I didn't have full permission. WTF?! I'm the admin and only user of the computer, how the hell do I not have full permission by default?! I guess it's maybe because INI is usually classified as a system or process dependent file. I did however, manage to edit it with Notepad and it didn't erase the file contents. Does it get erased when you load the game or after you edit?

After opening it using the Dolphin gui and saving. I got cheats to work though, I missed an option :s

The option to enable cheats? Yep, I had that problem too. lol
